Suffragan Bishop Walter R. Oliver, Jr. is the third Pastor in the history of Ebenezer Chapel. He was born and raised in New Haven, CT receiving his education in the New Haven Public School system. He is a graduate of South-Central Community College, where he majored in Communications. He also attended the Southern New England Bible Institute, acquiring his BA in Theology.

Suff. Bishop Oliver, Jr. began his ministry journey under the guidance of his grandfather, the late District Elder Walter J. Oliver, the founder of Ebenezer Chapel. District Elder Walter J. Oliver emphasized the importance of having a servant’s heart, for he firmly believed that good leadership requires one to be a good follower. In alignment with this belief, Suff. Bishop Walter R. Oliver, Jr. has assumed many roles with his heart postured to serve others including: Church Janitor, Sunday School Teacher, Groundkeeper, Broadcast Engineer, and any position that help was needed.

This servanthood mentality continued as he served faithfully under the leadership of his great uncle, the late Suffragan Bishop Joseph Oliver, who took over the church upon the death of his brother, District Elder Walter J. Oliver. Suff. Bishop Walter R. Oliver, Jr. acquired many life-changing gifts while serving under Suffragan Bishop Joseph Oliver, the greatest of which is the concept of humility. Suff. Bishop Walter R. Oliver, Jr. continued his dedication to servant leadership in various capacities; an assistant teacher for the Sunday School Department, Youth Bible Class teacher and Youth Minister, Church Administrator and also as an adjunct to Suff. Bishop Joseph Oliver.

Since assuming the mantle of the Senior Pastor of Ebenezer Chapel in 2013, Suff. Bishop Walter R. Oliver, Jr. has accomplished quite a few things in a very short period of time. He was elevated to the position of District Elder in the spring of 2015, and to the office of Suffragan Bishop in 2018. He is currently on the Board of Directors for the International Missions Department (IMD) of the Pentecostal Assemblies of The World, Inc (PAW). Internationally, Suff. Bishop Walter Oliver Jr., serves as the chairman of the Puerto Rico District Council and treasurer for the IMD of the PAW, Inc. He has made a significant impact through international missions, traveling to over a dozen countries. He is also the founder and CEO of Elm City Development Corporation, a nonprofit organization whose sole purpose is the development of affordable housing for Seniors.

Suff. Bishop Walter R. Oliver, Jr. is committed to maintaining the integrity for Holy living that was displayed by his predecessors, while at the same time also creating an environment to showcase God in a non-traditional way. Suff. Bishop Walter R. Oliver, Jr. prides himself in being able to teach and preach the Gospel of Jesus Christ to all generations. His aim is not only to preach but understand different cultures and traditions and incorporate them into his teachings, overcome language barriers and cultural differences, learn local dialects, devote himself to building bridges of understanding and acceptance, and fostering unity and togetherness.

 Bishop Walter R. Oliver, Jr. is married to the lovely Rosemarie Oliver, his bride of 31 years. They have been blessed with three sons, Walter R. Oliver III, Gabriel D. Oliver, and Michael A. Oliver. He and his wife reside in the town of Wallingford, CT.
